There is also a difference in the two switch mounting holes to the right of the steering column. 69 has the ignition and wiper switch there, in 70 the ignition switch hole became the cigarette lighter hole. The cutout in the dash is different between an ignition switch and a lighter.

Thanks Randy! I forgot about the 70 column being a larger dia. Didn't know about the ignition switch hole being swapped and changed. I thought they just installed the cigarette light in it. Here are the pictures Randy sent that shows the difference between 69 & 70.
